CPA simply means Cost-Per-Action. It means getting paid for performing a specific action on the website. PPL or pay Per Lead means getting people to sign up at a website through your link. The beauty about CPA/PPL is that you get paid for it.
There are websites where you get paid for referring people to join their mailing lists or websites. All you have to do is go to your favourite search engine such as Google.com and type Pay per lead.
Then you get series of websites that pays you for referring people and sending traffic to their websites.
